Up until this point, they were only available to French residents but as of tomorrow, all Europeans will be able to register/own them according to a DomainMonster.com reminder I received via email.
Anyway, I’m pretty sure there are loophones which make it possible for you to own some even if you don’t live in Europe. Maybe some loopholes which are similar to the .de one, I’m not 100% sure though. In my opinion, the best thing for the .fr extension and especially for the liquidity of its reseller market would be letting anyone register .fr domains.

Yes, I’d like to see them open it up totally like .es. Or make the loophole like .de does.

maybe they want to give local investors the early start
france investors could take the best domains and keep them until the rulechange

@Xdreamer: sure, that’s an advantage but let’s not forget that being involved in a market with liquidity problems (restrictive policies = less liquidity) is risky to say the least.
